Description: The growing opportunities of the civil society institution and its specific influence on the processes occurring at the current stage of economic development highlights the current importance of this study. This necessitates an objective need to examine the concept and essence of welfare state (social state), as well as to analyze the civil society as an element influencing its formation, ensuring the prospects of development and formation of real rule-of-law democratic state. Thus, this article aims to study the current state of civil society institution and to justify the need for ensuring the high level of social security for its citizens, on the basis of social partnership and social responsibility of the state, business structures and civil society.
